BIO for Seminar presenter Frank Nelson, HICAP Regional Program Manager Frank Nelson is the Regional Program Manager of the North Bay Medicare Health Insurance Counseling and Advocacy Program (HICAP), serving 6 counties. He is a state-certified HICAP counselor, provides advocacy at the state level and represents HICAP regionally as a speaker and Board member. Frank works out of the Petaluma office of Senior Advocacy Services.
